I believe what you're referring to is known as demoscene or dreamscene (Name "stolen" by MS for its Vista Ultimate addon). Demoscene is a hold-over from the old days of software cracking. Demoscene competitions are held at most LANs in Europe. I took notes on how it was handled at DreamHack in Sweden. I'll be giving my recommendations to Vector at PDX 11. Might have it at 12
