3.0V???? your CPU would have blown up by now 
I think you mean 1.3V, I would not exceed 1.5v core with that chip otherwise long term use will cause damage.
as for the loop on your GPU's is the primary card (card closest to the CPU) the first in the loop? does it receive cool water from the radiator. or is it last in the loop? if it is last than its temps are going to be around 8C or more hotter than normal.

LOL yes its a typo, i meant 1.30v, yes the primary card is the first in the loop

Travis didn't you say one of the 330 blocks has an issue with not seating fully because it hit a cap or mofset? this might be the issue if he is not getting contact.

he has the new revision of the 330 block with a beveled edge which solved that issue.

And from the pics, it doesnt look like its hitting anything. But with only 1.3 v thats way to high. If you are getting a bsod, thats most likley due to not enough vcore. However anything much above 50c is to pretty high. Let me think of a possible solution for a little bit.

Thats actually what i was thinking. your preveous cooler may have just had a bow in the block (which is typical) and it seated better.

i lapped the CPU but there was only 1c-3c deference in both idle and load  now im thinking its the block but could it have a bow or something?
